    AICTE Provides MBA Institutions The Selection Criteria To Admit Students

    AICTE has provided the selection criteria to admit students to courses such as MBA and PGDM. It has instructed the MBA and PGDM institutions to admit students based on the marks obtained by them in the qualifying examination.

    AICTE has provided the MBA and PGDM institutions the selection criteria based on which students will get admission to courses like post-graduate diploma in management (PGDM) and master of business administration (MBA). AICTE has instructed the MBA and PGDM institutions to admit students based on the marks obtained by them in the qualifying examination.

    The All India Council for Technical Education (AICTE) has taken this decision as all India tests such as CAT, XAT, CMAT, ATMA, MAT, GMAT along the 7th option of Common Entrance Test of the respective State are the qualifying tests for admission into PGDM course. Considering the COVID-19 pandemic outbreak the tests might not be conducted this year.

    AICTE stated, “In many of the States, some of the above entrance tests could not be conducted due to fear of the spread of Corona Virus and there is no indication as to whether these tests are postponed or likely to be held or canceled”.

    Selection Criteria of Students For Admission To MBA and PGDM Courses

    AICTE on the basis of the selection criteria declared by it for admission the students to courses like MBA and PGDM it has asked the institutions to prepare a merit list of the students based on the marks obtained in the qualifying examinations. AICTE has also instructed the MBA and PGDM institutions to ensure that the merit lists of students should be prepared in a transparent manner.

    AICTE in a notification mentioned that “AICTE, being more a facilitator than a regulator considered alternative proposition through which selection of the students could be made for admission into PGDM course which will benefit both the Institutions as well as the students”.

    However, the primary inclination will be given to those candidates who have shown up in any of the entrance tests referenced in the Approval Process Handbook (APH) 2020-21 published by the All India Council for Technical Education.

    After the seat allotment to such students, if it is found that seats are still vacant in that event, the candidates could be selected based on the merit in the qualifying undergraduate exams. The States may also use this relaxation 必利勁 while allotting seats through counseling, said AICTE.

    It must be noted that this relation has been allowed to the states only for the academic year 2020-21, due to the unprecedented COVID-19 pandemic in the country.

    The number of professional colleges shut down in the academic year 2020-21 is the highest. 179 professional colleges were shut down in India.

    Approximately 179 professional colleges were shut down in India in the academic year 2020-21. These colleges include several engineering colleges and business schools. The professional colleges were shut down amid the COVID-19 pandemic. The pandemic imposed several restrictions on the mobility of students. The colleges had to suffer a financial crisis, tough employment environment, and falling demand due to which they had to shut down.

    The number of professional colleges shut down in the academic year 2020-21 is the highest. The number of closure recorded this year is almost double in comparison to the number recorded the previous year. In 2018, the number of closures was 89 while in 2019 it increased to 92 according to the data released by All India Council for Technical Education (AICTE). Other than the closures, there are 134 other higher education institutions that had not sought the approval for the fresh batches in 2020. The COVID-19 pandemic has severely affected the higher education sector.  

    As per the data released by All India Council for Technical Education (AICTE), the number of closure is the highest in the nine years and is double the number reported in the previous academic year. Besides these closures, 134 more institutions are there which did not seek approval for the fresh batches in 2020 highlighting the disruption in the higher education sector.

    Chocko Valliappa, chief executive of Vee Technologies, and vice-chairman of Sona College of Engineering, a leading private institution in Tamil Nadu conferred, “There are multiple challenges in the education sector this year. The job environment is tough, the pandemic has restricted mobility and the incomes of students’ families have gone down, delaying their fee-paying capability”.

    AICTE said 762 institutions diminished admission as a result of course closure or division closure, influencing just about 70,000 seats in these technical schools. Bringing together because of the closure of entire institutions, closure of departments, not seeking approvals, and disciplinary action by the regulator against some 44 institutions, the number of technical education seats descended by almost 153,932. As many as 92 institutions were closed in 2019, contrasted and 89 in 2018, according to AICTE data.

    However, the brighter side is that amid of COVID-19 pandemic 164 new institutions got approval from AICTE. While 1300 institutions received approval from AICTE for increasing intake of students by a total of 140,000 seats. AICTE regulates around 9,691 technical institutions, including engineering and business schools.

    The All India Council of Technical Education (AICTE) approved the inclusion of Geospatial Science and Technology as a subject in GATE and NET examination.

    The All India Council of Technical Education (AICTE) approved the inclusion of Geospatial Science and Technology as a subject in GATE and NET examination. The decision to include Geospatial as a subject has been taken on the recommendation of the National Geospatial Task Force Report 2013 under the Chairmanship of former ISRO Chairman, Dr. K. Kasturirangan.

    Many professionals and the Department of Science and Technology (DST) as an organization suggested the need for Geospatial as a subject in GATE and NET examination at different forums.

    The decision for inclusion of Geospatial subject in the GATE and NET examination is purely an outcome of Dr. K. C. Tiwari (Retd. Col), Department of Science and Technology’s Geospatial Chair Professor, Centre of Geoinformatics, Delhi Technological University, sincere efforts and hard work and DST’s insistence.

    AICTE’s Decision of Including Geospatial Subject in GATE and NET

    Students appearing for the popular National Eligibility Test (NET) for Junior Research Fellowship (JRF) and lectureship in Indian universities and colleges, including IITs and NITs and Graduate Aptitude Test in Engineering (GATE) for JRF in CSIR laboratories, will now be able to opt for Geospatial as a subject.

    The decision will benefit a large number of students who are taking up geospatial as a subject at different levels. Also, it will help in the evolution of the Geospatial Ecosystem in the country.

    Prof Ashutosh Sharma, Secretary, DST conferred “Geospatial science and technology is a rapidly evolving subject that forms the backbone of a plethora of planning, development and governance activities with unprecedented opportunities both in the government and private sectors. Swamitva, a recent scheme launched by the Prime Minister is a good example to map rural inhabited lands using drones and the latest survey methods. The scheme among other things will streamline planning, revenue collection, and property rights and thus have a huge positive impact on securing loans by the owners and dispute resolution related to properties”.

    AICTE Instructed The Colleges To Charge Fees Only For the Services Provided During Pandemic

    AICTE on Wednesday asked the institutions to charge the fees only for the services provided to the students during the pandemic phase.

    The All India Council for Technical Education has instructed all the colleges and institutions affiliated with it to refund the full fees of the students who have withdrawn admission before 10th November. Moreover, AICTE on Wednesday asked the institutions to charge the fees only for the services provided to the students during the pandemic phase. Also, AICTE has allowed the institutions to charge the maintenance fees of mess and transport.

    Fees Only For The Services Provided During Pandemic: AICTE

    The decision of AICTE to charge fees only for the services provided during pandemic came after the Council received several complaints from the students and their parents.

    The complaints were regarding some institutions charging fees for hostels and transport fees during the lockdown. These services were not used by the students during the COVID-19 pandemic but some institutions asked the students to pay the same.

    Due to the COVID-19 pandemic, the colleges, universities, and higher educational institutions have been closed since March. Considering the inability to start physical classes most of the institutions have turned to online classes to continue with the teaching process.

    AICTE conferred in a statement “In view of the above, all Institutions/colleges are strictly advised to charge the fees commensurate with the facilities that they are providing during the pandemic and not charge fees for those portions which are not accessible to students during the coming semester; failing which action will be taken as per the prevailing rules”.

    As per the new guidelines of the Ministry of Home Affairs i.e., Unlock-4 guidelines on reopening of schools, educational institutions, and coaching centers, it said that the educational institutions will continue to remain closed till September 30.

    AICTE Doubles Engineering Scholarships For Women Students

    AICTE has more than doubled the number of scholarships that it has been offering to women students for enrolling in technical institutions for the undergraduate level courses.

    Every year until 2019 the All India Council for Technical Education (AICTE) had offered up to 4000 scholarships for women students in engineering courses. But this year AICTE is offering 10,000 scholarships for women students in engineering courses. AICTE has more than doubled the number of scholarships that it has been offering to women students for enrolling in technical institutions for the undergraduate level courses.

    The All India Council for Technical Education (AICTE) is the technical education regulator of the country. AICTE offers a scholarship named ‘Pragati’ to the women students who belong to economically weaker sections of the society. The students coming from the families earning less than 8 lakhs per annum are eligible to apply for this scholarship.

    Under the scholarship of AICTE named ‘Pragati’, the women students are provided 50,000 rupees per annum. The amount tends to cover their tuition fees and other expenses of their under-graduate level course.

    The scholarship is available for the women students who pursue polytechnic, engineering, pharmacy, and architecture courses in technical institutions approved by the council.

    Increase Participation Of Women Students In Technical Education

    Until last year AICTE had been offering 4,000 scholarships to help women students coming from poor families. But from the academic year 2020-21, the council has decided to increases the number of scholarships to 10,000.

    Additionally, along with offering 10,000 scholarships to women candidates starting from the academic year, 2020-21 AICTE has also decided to help women students coming from Jammu and Kashmir and the Northeastern regions of the country. The women students who apply for monetary aid, such students will be granted funds by the All India Council for Technical Education (AICTE).

    AICTE Chairman Anil Sahasrabudhe conferred “In recent years, we have received good response for our Pragati scholarship scheme and hence we decided to expand the number to 10,000 this year”.

    He added, “We want more and more girl students to take advantage of the scholarship scheme.”

    The step to increase the number of scholarships granted to women students have been taken to encourage their participation in technical education. It has been seen that less number of women students enroll in technical courses as compared to male students.
    To assure that the benefit of ‘Pragati’ scholarship scheme reaches more number of women students the AICTE has decided to promote the scholarship actively in the maximum number of colleges and universities.

    AICTE Invites Application For Admission In Two-Year Post-Graduation Courses

    A total of 15 Higher Education Institutions (HEIs) are offering two-year Post-graduation (PG) courses across the nation. The admission to these courses will be through CET 2020. The registration process for CET 2020 has already begun.

    The All India Council for Technical Education (AICTE) has invited applications for admission to two-year post-graduation courses. The admission to these post-graduation courses will be done through Common Entrance Test 2020. AICTE is offering admissions in MBA and PGDM courses in innovation, entrepreneurship, and venture development (IEV).

    Total 15 Higher Education Institutions (HEIs) are offering a two-year Post-graduation course across the nation. The admission to these courses will be through CET 2020. The registration process for CET 2020 has already begun.

    The candidates who qualify the entrance exam will get admission to two-years of full-time MBA or PGDM courses. The course is an initiative under the ‘National Innovation and Startup Policy’ of MHRD’s Innovation Cell and AICTE.

    In an official notice of AICTE, it stated that the objective of this policy is “to make Indian higher education system to produce new generation entrepreneurs capable of building innovative and simultaneously earning a master’s degree”.

    Important Dates For Admission to Two-Year PG Courses

    The Common Entrance Exam on Innovation and Entrepreneurship (CET-IE) 2020 will be held on 5th September 2020. The registration process has already begun. It will continue until 28th August 2020. The admit cards for appearing in the Common Entrance Exam (CET-IE) 2020 will be released on 31st August 2020.

    Two online mock tests are also provided to the candidates. The online mock test will be held on 1st and 2nd September 2020.
    As per the official notice of AICTE, the result of CET-IE will be released by 10th September. The qualifying candidates will be called for interview. The final admission list of the candidate for two-year post-graduation courses (MBA or PGDM) can be expected by 15th October 2020.

    The total duration of the online exam will be 90 minutes with 30 minutes’ as preparation time. Tentative time for CETIE will be 10.30 am to 12.30 pm. A total of 150 objective-type questions related to innovation, entrepreneurship, IPR, and startup will be asked. The exam will be in English only.
    The syllabus includes quantitative aptitude, awareness of the business, logical reasoning, reading comprehension, and psychometric assessment.

    The Tamil Naidu government on Thursday promoted all the college students without exams except for the final year students.

    All the college students of the 1st and 2nd year got promoted to the next academic year without having to appear for exams. The government of Tamil Naidu said that due to the prevailing COVID-19 pandemic it wasn’t possible for them to conduct exams of all college students. So they have promoted all the college students of the 1st and 2nd year only.

    The exams of 1st and 2nd year students were scheduled to begin from May 2020. He also mentioned that such students who got promoted to the next academic year should be awarded marks as per the AICTE and UGC guidelines.

    Edappadi K. Palaniswami the chief minister of Tamil Naidu stated that “These students are exempted from writing the semester exams (May 2020). They should be awarded marks followed by UGC and AICTE guidelines”.

    Besides the students of the final year, all the students pursuing courses such as BA, BSc, MA, MSc, BE/Bech, ME/ M.Tech, MCA, and diploma courses have been promoted to the next academic year.

    Also, the state government of Tamil Naidu has formed an 11 member panel. The panel would be finalizing the procedure and strategy of holding of final year exams of students.

    The chief minister Edappadi K. Palaniswami said that “The higher level panel suggested that there is no possibility of conducting exams due to the COVID-19 spread”.

    Edappadi K. Palaniswami added by saying that a detailed government order would be issued by the higher education department on the matter.

    As per the sources, the higher education department has claimed that they could not cancel the final year exams due to the instructions from the University Grants Commission (UGC). Universities said that they are preparing to hold the final year exams by the end of September as per the UGC guidelines. They are not facing any hindrance in the procedure of holding exams.

    Following the declaration by the Union Finance Minister on more spotlight on online education, the technical education controller, All India Council for Technical Education (AICTE) has requested that universities permit credit to move to students for online courses and offer courses through SWAYAM.

    The AICTE has requested that higher education establishments encourage credit move of up to 20 percent in each semester from online courses offered by SWAYAM platform. The AICTE Chairman in his letter states:

    “AICTE demands VCs everything being equal/affiliating colleges and directors/principals of self-sufficient universities to encourage students and grant credit move to the degree of 20% in each semester through the online courses gave through SWAYAM platform.”

    Recently, during her public interview finance minister Nirmala Sitharaman said the government is before long going to dispatch PM e-Vidya Program for multi-mode access to digital online education.

    According to the AICTE letter, “It was ordered that 20 percent of the courses can be taken online by the students and Universities were required to perceive the credits of those 20 percent courses.”

    AICTE Updates: Instructions To Institutes During Lockdown 2.0

    As we all are aware, our country is going through a National Emergency that has arisen due to the outbreak of COVID-19 pandemic and hence is currently observing a lockdown till 3’rd May 2020.

    Government of India, Ministry of Home Affairs vide order No.40-312020-DM-l(A) dated 15.04.2020 has issued consolidated revised guidelines on the measures to be taken by Ministries/Departments of Government of India and other establishments, for containment of COVID-19 in the country.

    Ensuring safety precautions during the threat posed by COVID-19 would be fundamental responsibility of all citizens of India, during this hour of crisis. Likewise, Heads of institutions have the onerous responsibility of safeguarding the health and associated interests of all stakeholders of their respective colleges/ institutions.

    ln view of the above, the following guidelines are issued for strict compliance by all Colleges/ Institutions:

    1. Payment of Fees: lt has come to the knowledge of AICTE, that certain standalone institutions are insisting that students should pay the fees, including admission fees, during the lockdown. lt is clarified that colleges/institutions should not insist on payment of fees till the ongoing lockdown is lifted and normalcy is restored.

    Further guidelines in this regard for communicating the revised timelines will be issued by AICTE in due course. Accordingly, all colleges/institutions are directed to display this information on their website and also communicate the same to the students through email.

    2. Payment of salary to faculty members: lt has been learned that various institutions have not paid a salary to their faculty and staff members, for the duration of the lockdown. Also, certain institutions have terminated the services of certain faculty/staff members.

    lt is clarified that salary and other dues to the faculty/staff members will be released for the duration of lockdown and also terminations, if any, made during the lockdown will be withdrawn. Hence, the same may be strictly complied with.

    A letter in this regard has also been issued to the respective Chief Secretaries of all States/UTs including reimbursement of fees to colleges/institutions.

    3. Discouraging fake news: Various interest groups/individuals are circulating fake news on social media platforms thereby creating misinformation and rumors. Discouraging any such fake news and reporting the matter to concerned authorities would be the prime responsibility of all stakeholders.

    lt is also advised that any information published on the official website of MHRD/UGC/AICTE only may be relied upon. Hence, these websites may be regularly perused for any updates. Similarly, for other government circulars, official websites of the concerned Ministries/Departments may be referred to.

    4. Prime Minister’s Special Scholarship Scheme (PMSSS): Due to ongoing lockdown and restricted access to the internet, the activities pertaining to PMSSS for the academic year 2020-2021 have been delayed.

    However, it is clarified that the scheme will be continued as in the past, once the lockdown is lifted. A calendar of events, laying down fresh timelines will be published on the AICTE website in due course.

    5. Online classes and semester examination: lt is clarified that online classes for the current semester will be continued during the extended lockdown. A revised academic calendar will be issued by UGC/AICTE subsequently.

    Regarding the conduct of semester examinations, it is clarified that UGC has constituted a committee for recommending the modalities of conduct of examinations, the award of marks and passing criteria in examinations. Directions in this regard will be issued separately. Websites of UGC/AICTE may be perused regularly.

    6. lnternships: lt is clarified that some students would not be able to pursue their summer internship due to the ongoing lockdown. Hence, they are advised to pursue internships from home. ln case the same is not feasible, this requirement may be fulfilled in December 2020.

    7. Sharing of internet bandwidth with other colleges/institutions: Due to the inability of certain students to access internet services, colleges institutions are advised to allow students of other colleges/ institutions in their vicinity to access the internet facility at their colleges/ institutions.

    Hence, colleges/ institutions may accordingly permit students of other colleges/ institutions to share their campus internet facility. Attendance rule may be relaxed in the light of lockdown and unavailability of good bandwidth in certain rural areas
