    Manish Sisodia: Government to Recommend School Reopening in DDMA Meeting

    Delhi Deputy Chief Minister Sisodia said on Wednesday that the state government will recommend the reopening of schools in Delhi during the DDMA meeting because school reopening has become necessary to prevent further damage to the social and emotional well-being of children.

    DDMA Meeting to be Held on Thursday

    The deputy chief minister asserted that online education can never replace offline education and that the Delhi government had closed schools when it was unsafe for children to attend physical classes, but excessive caution is now harming students.

    Considering the improved situation in the state, a meeting to discuss easing restrictions has been called by the Delhi Disaster Management Authority (DDMA).

    The matter of school reopening is also on the agenda.

    Children Spending More Time in Front of Screens

    Speaking on children’s increased dependency on technology, the deputy chief minister said, “In the past two years, school children’s lives have been confined to their rooms. Instead of going to schools and spending time in playgrounds, all their activities now take place only on mobile phones.”

    Explaining further, he said, “The pandemic induced school closures have not only affected their studies but also their mental health. During COVID, our priority was children’s safety.”

    School Reopening is Important for Students

    “But since various researches have now found that Covid-19 is not so harmful to kids, it is important to reopen the schools, as now is the time for exams and related preparations,” he added further. The deputy chief minister, who also holds the education portfolio, further remarked that schools are being reopened in several countries and even many Indian states.

    “On this basis, the Delhi government will recommend reopening of schools in the DDMA meeting scheduled on January 27,” he continued.

    He then added, “While the Covid-19 cases and positivity rate are on the decline in Delhi, it would not be suitable to keep children away from schools. With children returning to schools, not only will the schools witness a buzz but it will also indicate lives coming back on track.”

    Experts on Reopening of Schools

    A group of parents led by Dr. Chandrakant Lahariya, an epidemiologist and public policy expert, met with Sisodia earlier today and delivered a letter signed by over 1,600 parents requesting that the schools be reopened.

    The deputy chief minister remarked further, “Why we are the last among major countries to decide on this? I agree with their demands. A generation of children will be left behind if we do not open our schools now.”

    Dr. Chandrakant Lahariya further pointed out, the risk associated with COVID is very less among children according to AIIMS, ICMR, Indian Academy of Paediatrics, NITI Aayog, WHO, and several other organizations.

    “School closures have a few advantages but its negative impact on children’s learning and mental-emotional well-being was very high. Hence, reopening of schools is a crying need of the hour,” he added.

    Maharashtra College Reopening: Proposal to Start College in Offline Mode sent to CM for Approval

    Minister of Higher and Technical Education, Uday Samant, took to Twitter earlier today and announced that a proposal to reopen colleges in the state has been sent to the Chief Minister, Uddhav Thackeray for approval. 

    This proposal has been made after the State Government gave the nod to reopen schools for all classes, pre-primary to Class 12, from Monday, January 24 onwards.  

    Minister Samant took to Twitter yesterday as well to announce that a proposal is in the making and will be sent to the CM’s office soon for his approval on reopening colleges in the state. Today evening, he confirmed that it has been sent to CM Thackeray.  

    A proposal has been sent to the Chief Minister Uddhav Saheb Thackeray to start colleges offline,” he tweeted. The decision, which is expected to come soon, will be made after the CM has approved the proposal sent by the Department of Higher and technical education.  

    Colleges in Maharashtra were closed till February 15, 2022, due to a surge of COVID cases in the state. However, with low hospitalization and case count dropping, many have been asking for the institutions to reopen.

    Delhi University is set to reopen from tomorrow and has issued several important guidelines for the resumption of classes.
    A lot of colleges and higher educational institutions have taken the decision to resume physical classes on campus as the COVID-19 cases across the country are on a steady decline. The Delhi University (DU) administration has issued a similar decision regarding reopening colleges.

    All colleges affiliated with Delhi University are set to reopen from tomorrow, September 15. Offline classes on campus will be resumed for several students, after being shut down for over 1.5 years, keeping in mind the COVID situation across the country.

    A list of detailed COVID guidelines has been issued by the Delhi University administration in order to maintain a safe environment during offline classes. The detailed COVID guidelines issued by the university are mentioned below.

    DU Reopening: Important guidelines

    • All the teaching and non-teaching staff need to get both doses of the COVID vaccine as soon as possible.
    • All the students who have decided to attend offline classes from tomorrow should have received at least one dose of the COVID vaccine.
    • It is mandatory for students returning to hostels to submit the certificate for both doses of the COVID vaccine.
    • For the time being, the theory classes for undergraduate and postgraduate courses in DU will be conducted online.
    • The concerned departments will be issuing slots to students if they wish to visit the college library.
    • All students must note that offline classes are only resuming for final year UG and PG students, who will only be allowed to attend practical classes and use the library.
    • Only those practical classes will be conducted by DU, which is essential for the upcoming semester.
    • Attendance in physical classes is optional and students still reserve the option of attending online classes from home.
    • The college administration is required to issue a timetable that is flexible and allows the following of all the COVID guidelines issued by the varsity.

    Delhi Disaster Management Authority (DDMA) allowed the reopening of schools and colleges in the national capital on August 30. The schools in Delhi resume physical classes for students in senior standards, and several colleges have also resumed physical classes for final-year students.

    Banaras Hindu University To Reopen Today For Final-Year Students

    Final year students of Banaras Hindu University will attend physical classes for the first time in months, as the university campus is set to reopen for them today, February 22.02.2021 BHU had previously said that classes will resume in hybrid – both online and offline – mode.

    Hostels for final-year students reopened on February 17. On the first day of reopening, around 100 students of Broacha Hostel, Institute of Science, reported for allotment.

    The decision to reopen the BHU campus and hostels for final-year students was taken in a meeting chaired by the Vice-Chancellor of the university. The meeting took place on February 5.

    To attend classes, students will have to follow guidelines related to COVID-19 and bring a no-objection certificate. The format of the certificate is available on the official website of BHU.

    In the form, parents will have to declare that they have permitted their wards to attend the regular classes and the university authorities will not be responsible if they contaminate any COVID-19 symptoms after attending the regular classes.

    Parents will have to confirm that their wards will compulsorily wear face masks within the university campus and follow all the COVID-19 protocols such as washing hands, using sanitizers, and maintaining social distancing.

    Parents should not send their children/ward to University if the child is not feeling well/sick as the attendance is not compulsory and entirely depends on parental control,

    An official statement said.

    The capacity of the BHU central library has been increased as per COVID-9 standards.

    In November 2020, BHU had reopened its campus for final year students of Ph.D. programs of Science streams for research work

    Colleges, Universities in Bihar Reopen with 50% Strength in Classrooms

    The Education Department of Bihar has reopened the colleges and universities in the state from yesterday, February 17, for the resumption of physical classes after being shut down for 11 months due to the Covid-19 pandemic.

    The Bihar government has also issued a list of safety protocols to all the higher educational institutes for the safe resumption of classes in the state. All universities and colleges have been instructed to follow the Covid-19 safety guidelines strictly.

    A list of Covid-19 guidelines was also released by the government in a notification issued by Bihar State Director of higher education Rekha Kumari. As per the guidelines, the classes for university and college students have resumes with only 50 percent strength.

    The government of Bihar had resumed the classes for students of final year undergraduate and postgraduate courses, following the success of which, it was decided to reopen the colleges for the rest of the students with several Covid-19 guidelines.

    Covid-19 Guidelines for Colleges Reopening


    Rekha Kumari, while talking about the Covid-19 measures taken in colleges, said that all higher educational institutes will ensure the proper sanitisation of the classroom and common areas for the safety of the staff and students.

    All students have been asked to wear a face mask inside the college premises. Students will also have to ensure proper social distancing in classrooms and all the common areas. Washing hands and usage of sanitisers will also be promoted in colleges.

    The government of Bihar will also be conducting random medical testing of the students and staff in the initial phase of reopening of colleges to ensure that no one is Covid-19 positive. The seating arrangement of classrooms has also been changed to ensure social distancing.

    The schools in Bihar have also reopened for students of classes 9 to 12 from January 4, after a gap of nearly 10 months. The schools were reopened for higher classes due to the need for conduction of physical classes for the upcoming board exams.

    Students Protest Demanding Reopening of DU Campus, Resumption of Offline Classes

    A delegation of ABVP office-bearers called on the proctor and the dean, students welfare, and presented a memorandum of grievances.

    Members of the Akhil Bharatiya Vidyarthi Parishad (ABVP) on Thursday held a protest march calling for the reopening of the Delhi University and resumption of offline classes.

    The protesting students also demanded the right to choose between online and offline modes for their term-end examinations, reopening of all libraries for a period of at least 12 hours every day, and reopening of all undergraduate and postgraduate hostels along with the prompt release of centralized PG hostel admission forms.

    A delegation of ABVP office-bearers called on the proctor and the dean, students welfare, and presented a memorandum of grievances.

    The university officials assured that the existing hostel residents could continue to stay in the hostels as guests while appropriate arrangements for the permanent stay of first-year students will be made after the conclusion of their term-end examinations in March, the

    ABVP said in a statement.

    Furthermore, the library timings would be extended, e-library facility would come into being from the first week of March and the second phase of the campus reopening process, already underway in the present month, would also be completed by March,

    it said.

    The delegation also demanded declaration of pending end-semester examination results, a one-time additional opportunity for ex-students to appear in qualifying examinations to secure their respective educational degrees, and a reduced police presence within the campus.

    failing which the ABVP will conduct a gherao of the local police station to register its dissatisfaction with the peremptory and abusive behavior of the police officials. The proctor assured that the university administration will consult the concerned police officials and the grievances would be promptly redressed,” the statement said.
