The Decision of shifting Of UGC funds , sanctioning of power not final yet, Said HRD ministry on scrapping Of UGC
Less government and more governance, ending the inspection raj, Enhancing the academic quality, ensuring compliance with the academic quality standards, and ordering the closure of institutions will be the features of the new higher education commission. According to the Ministry Of HRD, a final decision is yet to be taken about shifting of UGC funds, sanctioning of power and the scrapping of UGC.
The HRD ministry of HRD had announced last week that the UGC Grants would be scrapped and a new Higher Education Commission Of India (HECI) would be brought into action
The new HECI will focus only on the academic matters and the monetary grants would be a concern of the ministry, as per the draft issued by the ministry which has been placed under the public concern to get feedback from the stakeholders.
According to an HRD ministry spokesperson, Understanding related to the recommended shift of the grant-related functions to the ministry under the proposed HEI Act, 2018 are purely mistaken. A final decision towards handing grant-related functions to the ministry of HRD has not yet been taken although a suggestion towards disassociating the regulation and entity for grant giving was given by various expert committees in the past and is embedded in the sound principles of governance
He also added that the grant-giving process shall be totally online and merit-based – an objective system that will ensure transparency and efficiency with the least human interface. He also promised that if there is a replacement to the present grant-giving system of the UGC, it will be operated in the most equitable and impartial manner.
The HECI act is intended to be presented in the parliament during the monsoon session that commences from 18th July.
