    UGC Says Colleges, Universities Can Reopen, Hold Classes & Exams in Offline or ‘Blended’ Mode

    The University Grants Commission (UGC) Friday evening issued a notice saying that universities and colleges may reopen — keeping in view their region’s Covid situation — and conduct classes and examinations in either offline or blended (mix of online and offline) mode.

    The commission’s order has come in the light of the third wave of Covid-19 subsiding across much of the country. According to the data updated Friday, India recorded nearly 58,000 cases in the last 24 hours, with the daily positivity rate close to 4 percent and daily cases at less than one lakh for the past five consecutive days.

    “Keeping in view the situation of Covid-19 in their respective region, the HEIs (higher education institutions) may open campuses, conduct classes and examination in online/ offline/blended mode following Covid-appropriate behavior and necessary protocols issued by the state and central government from time to time,” states the order issued on 11 February by UGC secretary Rajnish Jain.

    The commission has already issued a set of reopening guidelines to colleges and universities in November 2020, which say that before reopening any campus, the central or state government concerned must have “declared the area safe for the opening of educational institutions”.

    The guidelines further say that the “universities and colleges may plan to open the campuses in phases, with such activities where they can easily adhere to social distancing, use of face masks and other protective measures. This may include administrative offices, research laboratories, and libraries, etc”.

    Universities preparing to reopen

    Friday’s UGC notice comes as a relief for thousands of students across the country who have been facing issues due to the constant closure of colleges. Since the beginning of the pandemic and the subsequent lockdown in India in March 2020, educational institutions have seen shutdowns whenever Covid-19 cases climbed.

    The latest set of closures occurred when the third wave of Covid-19 escalated in January this year and many states including Haryana, Telangana, Delhi, Tamil Nadu, Rajasthan, Kerala, and Madhya Pradesh, among others, shut down schools and colleges.

    Some major universities have already announced reopening. Delhi University Wednesday announced that it will reopen from 17 February after functioning online for about two years, and Jawaharlal Nehru University has already reopened from Monday with 100 percent offline attendance.

    Students from both these universities had protested, urging the administration to reopen the campuses soon.

    Banaras Hindu University (BHU) has also announced that it will reopen with 100 percent offline attendance.

    IGNOU OPENMAT Entrance Test Registrations Begin

    IGNOU OPENMAT XLIX window has been opened for admissions to management programmes at the university. The date of entrance for the Indira Gandhi National Open University (IGNOU) OPENMAT January 2021 session is April 11. Candidates can apply for the entrance test of OPENMAT at sedservices.ignou.ac.in/entranceopenmat till March 20, 2021.

    Candidates interested should be graduate in Chartered Accountancy, Cost Accountancy, Company Secretaryship with 50 percent marks for students of General category, 45 percent for the reserved category to apply for IGNOU OPENMAT.

    Management Courses Offered by IGNOU


    IGNOU through its School of Management Studies offers Master of Business Administration (MBA) and various postgraduate specialization diplomas including Master of Business Administration (MBA), Post Graduate Diploma in Human Resource Management (PGDHRM), Post Graduate Diploma in Financial Management (PGDFM), Post Graduate Diploma in Operations Management (PGDOM), Post Graduate Diploma in Marketing Management (PGDMM) and Post Graduate Diploma in Financial Markets Practice (PGDFMP).

    Admission to the Management Programme is subject to fulfilling the eligibility criteria and qualifying the entrance test conducted by the University at the examination centers to spread all over the country,

    However, aspirants seeking admission to PGDHRM, PGDFM, PGDOM, PGDMM, and PGDFMP will not be required to take the OPENMAT entrance examination.

    IGNOU follows a modular approach in its program, the statement said. It further added: “If a student takes admission into MBA and for some reason or the other is not able to complete all the courses, then the applicant is provided with an exit point. If the candidate completes six courses in a particular specialization along with the compulsory basic course the candidate would be awarded Post Graduate Diploma in that particular specialization.

    Uttar Pradesh government has made a major announcement according to which all degree colleges, state, private universities, and other educational institutions of higher learning across the state will re-open from February 15.

    The state government has also issued orders asking authorities to ensure strict compliance with the Centre’s COVID-19 guidelines. According to the communication letter between officials of higher education, it will be mandatory for all teachers and students to wear face masks. Along with this, social distancing will be followed by students sitting at a distance of six feet. All the institutes have to ensure sanitation and thermal scanning.

    All universities, degree colleges, and other educational institutions of higher learning across the state will function normally from February 15. These institutions were reopened with restrictions on November 23, 2020,” reads the letter (dated February 12) of Special Secretary of Higher Education Department Abdul Samad sent to the Vice-Chancellors and Directors of Higher Education of all the private and state universities of Uttar Pradesh.

    The Higher Education Department has asked the educational institutions to fully sanitized the campus before re-opening.

    If a student, teacher, or employee has symptoms of cough, cold, or fever, they should be sent back home giving first aid. If symptoms of COVID-19 develop in students or staff, immediate testing should be done and results should be recorded,

    Delhi University to Reopen Today for Final-year Students

    Delhi University colleges will reopen in a graded manner on Monday for final-year students who want to use college facilities for practicals. However, most college hostels will continue to remain unavailable.

    Only final-year students in small batches are allowed to visit their respective colleges/centers/departments for laboratory/ practical/skills, library, and other related activities as per discretion of respective principal/ director/ head in line with University Grants Commission guidelines and SOPs dated November 5, 2020, and MHA order dated January 27, 202,” read a notice issued by registrar Vikas Gupta, ordering that all teaching staff must be at work from Monday.

    While students may go to their colleges on a voluntary basis for practical work, theory classes will continue to be held online.

    Different colleges have adopted different systems of calling students. Shri Ram College of Commerce has put up a roster of teachers available on different days for practical classes. Deen Dayal Upadhyaya (DDU) College will conduct all practical classes of one class on one day of the week, while theory classes will continue online for the rest of the week.

    Meanwhile, St Stephen’s College has opened its hostel, with small batches of residents requiring the facilities returning from January 10. Some colleges are also considering providing facilities on a limited basis to final-year students who need them.

    However, most colleges said making hostel facilities available is currently not on the cards.

    We shared a Google form on Sunday so that those who wish to come to college can fill it up; we can accordingly accommodate their practicals. We know accommodation is going to be difficult but we will need a notification from the university to reopen the hostel…,” said Kirori Mal College principal Vibha Chauhan.

    Principals of Ramjas College and IP College for Women also said that in the absence of directions from the university, hostel facilities will not be available.

    At Miranda House, the hostel has been available to students who need the facility for various reasons such as writing exams. Principal Bijayalaxmi Nanda said they are considering making it available for current residents who want to return to Delhi for their practicals. “There are some ground rules — getting an RT-PCR test before coming, a quarantine period, only single occupancy in rooms, residents limiting their movement outside the campus. We have kept our staff in full strength and have provided food even if it’s only for two students. We will look at accommodating final-year residents on a priority basis as well… we can’t push them to pay guest facilities,” said Nanda.

    DDU College principal Hem Chand Jain said: “We sought applications from third-year students who felt they needed hostel facilities; only five students across our two hostels said they do. Since it’s a small number, we can make our rooms available as single-seaters. However, the mess won’t be available since it’s not economically or practically possible to re-open for such a small number. But we are in touch with a nearby tiffin service for them.

    Several states including Gujarat, Meghalaya, Telangana, and Jammu, and Kashmir will resume offline classes for students of schools and higher educational institutions in February.

    Schools across the country had been closed from mid-March due to the COVID-19 pandemic. While many states have reopened their schools for face-to-face classes for the students of Classes 9 to 12 earlier, several will resume either for the first time in February or open their gates for the students of higher education.


    However, this reopening of schools and colleges is made voluntary and attendance, as well, is not mandatory for the offline classes. A written consent allowing the children to visit the schools and colleges have been made necessary in almost all the states.

    Although the schools and higher educational institutes in several states are set to resume from February 1, the visits of the students and the teachers will be arranged in a staggered manner. Maintaining the physical distance between students in classrooms and teachers in staff rooms is mandatory and the use of face masks, sanitizers, frequent handwashing, and respiratory etiquette is made compulsory.

    Schools, Colleges Reopening In February


    Karnataka Primary and Secondary Education Minister S Suresh Kumar on Thursday, January 28, had announced that Karnataka schools will reopen for full-day classes for the students of Class 9, 10, and Pre-University classes from February 1.

    Meanwhile, the Jammu and Kashmir Government has also issued standard operating procedures to resume schools and colleges in February. Schools and higher education institutions in the summer zone of the Jammu region will reopen for Classes 10 to 12 from February 1 and in Kashmir Division and winter zone areas of Jammu Division, the higher education institutions will resume for offline classes on February 15.

    Schools in Haryana, however, will reopen for Class 6 to Class 8 from the first week of February. While announcing the Haryana school reopening date, state Education Minister Kanwar Pal said that a decision on resuming offline classes for students of Class 1 to Class 5 will be taken later.

    On a similar note, Gujarat will be reopening its schools for Classes 9 and 11 from February 1. Earlier Gujarat had reopened its schools for Classes 10 and 12 on January 11 to help the students prepare for the upcoming CBSE board examinations in May and state board examinations.

    Meghalaya, as well, will resume offline classes for the students of higher educational institutions from February 1. Meanwhile, Most of the schools in Meghalaya have resumed offline classes to continue the teaching-learning process in the state.

    After more than nine months’ gap, Telangana will reopen schools and colleges for the students of Class 9 to 12 in February. Telangana Chief Minister K Chandrasekhar Rao had also announced the reopening of private colleges along with the government colleges in the state from February 1.

    The schools in Delhi are currently only being reopened for students of classes 10 and 12. This decision has been made by the government in view of the upcoming CBSE board examinations for students of these classes.

    Many students had taken to social media, requesting the Delhi government to reopen the schools as students have not had a single classroom session with their teachers this academic year, which is necessary to prepare for the upcoming board exams.


    The CBSE board exams 2021 have been scheduled from May 4 for classes 10 and 12. Thus, many states have decided to reopen the schools for higher classes only to help students cope with academic pressure and attend lessons in the classrooms.

    Covid-19 Precautions in Delhi Schools


    Before the reopening of schools, the government of Delhi has issued a list of Standard Operating Protocols (SOPs) to all the schools for the safety of the students and staff. All schools have been asked to abide by these SOPs strictly.

    Students and teachers will have to wear a mask at all times on school premises. They will also have to regularly wash their hands and use sanitizers. The seating arrangement of classrooms has also been changed to ensure social distancing in the school.

    All school authorities will be sanitizing the classrooms, staff rooms, labs, and other common areas before the reopening of schools. Many school principals have also expressed their gratitude over the decision to reopen the schools in Delhi. Earlier, Deputy Chief Minister Manish Sisodia had stated that the schools in Delhi will only be reopened once the Covid-19 vaccine is made available. This call was taken by the government to ensure the safety of the students and teachers.

    Karnataka Colleges to Reopen with Regular Offline Classes from January 15

    The colleges in Karnataka will be reopening from January 15 with regular offline classes for all students, as per the directives of the state government.

    Deputy Chief Minister and Minister of Higher Education Dr. C N Ashwath Narayan said on Monday that the colleges are reopening for all students of undergraduate, postgraduate, engineering, and diploma courses in the state.

    The final year offline classes are already underway successfully. The classes of first, second, and third-year students will start from January 15,” Mr. Narayan told reporters after chairing a meeting with the officials, as per PTI reports.

    The Karnataka government had already resumed the classes for final year students in the state with several Covid-19 safety guidelines. The colleges in Karnataka are resuming normal functioning after nearly 10 months of being shut down due to the Covid-19 pandemic.

    Apart from the decision to reopen the colleges in the state, the Karnataka government has also decided to reopen the hostels for students. Along with this, the bus service will also resume in the state to help citizens travel with ease.

    The Deputy Chief Minister emphasized that all the preparations have been made as the standard operating procedure laid out by the Centre to contain the spread of Covid-19.

    While talking about the Covid-19 guidelines in colleges, the minister further added, “There will be Covid-19 screening, sanitizers, the mandatory wearing of face mask and social distancing in place at all the colleges.”Narayan said the government has already decided to hold offline examinations or the conventional way of conducting examinations this year and necessary directions have been given to the colleges and the universities about it.
