The University Grants Commission (UGC) is working on a regulation to facilitate the entry of foreign universities into India, UGC chairman M Jagadesh Kumar said at The Indian Express’s India Education Summit on Wednesday.
Speaking during a panel discussion on ‘One year into NEP’, Kumar said some countries have shown interest in entering the Indian higher education space and that the higher education regulator will introduce a regulation in two months to facilitate this.
All India Council for Technical Education (AICTE) chairman Anil Sahasrabuddhe and Indrajit Bhattacharya, director of National Accreditation Board for Education and Training, under the Quality Council of India, were the other panelists.“Recently, I met ambassadors of several countries, and many of them are showing interest in establishing their campuses in India,” Kumar said. “We are also working on preparing a regulation to enable our Indian institutes — whether state-funded private or central universities — to be able to go and open campuses abroad.”
Foreign university campuses in India are among many recommendations of the new National Education Policy (NEP). However, the proposal is not new. The UPA-II government had introduced a Bill in Parliament to this effect but couldn’t muster political support for its passage.
Recently, the Education Ministry had informed Parliament that two higher education institutions, based out of Italy and France, are interested in setting up campuses in India. According to a written response furnished by Union Minister of State for Education Subhas Sarkar, Milan-based institute of fashion and design Istituto Marangoni, which opened a branch in Mumbai in 2017, has expressed interest to establish a “foreign, fully independent Higher Education Institute of Fashion and Design in India”.
The Indian Express’s India Education Summit is a two-day conference being conducted on April 6-7, during which stakeholders will attend sessions and panel discussions centered around the theme ‘Taking Education to All’. Union Minister Dharmendra Pradhan delivered the keynote address on Wednesday.
