What is Paramarsh Scheme?

Earlier this year in June, The Union Ministry for HRD launched a new scheme “Paramarsh” under UGC. The scheme was launched in concern of the degrading quality of Higher Education Institutions. Higher Education Institutions failed to meet the quality standards of NAAC (National Assessment Accreditation Council).

Such colleges and institutions could get mentorship from the top universities and colleges. This scheme is targeting 1000 Higher Education Institutions for mentoring.

Paramarsh scheme will make a paradigm toward the change. The scheme will work in a “Hub & Spoke” model. The mentoring Institution will be Hub and the Mentee institution will be called “Spoke”.

Current Scenarios

As per IANS, UGC official told, “The UGC has received 167 proposals from the higher educational institutions that have expressed their interest to mentor non-accredited ones to secure the NAAC grade. Apart from these, we have received applications from over 700 higher educational institutions that want to be mentored,”. These proposals will be further assessed by UGC formed committee and then the first batch of mentors will be announced within a week.

“Once the proposals are accepted by the UGC, the institutes can start the mentoring programme,” the official added.

Under Paramarsh Scheme, the mentoring institution must have a NAAC score of 3.26 score out of 4.

UGC will also assess the performance of the institutions that have been mentored to evaluate the success of the scheme, the official said.

He said, “Assessment will be beneficial to know the extent to which the mentorship would be beneficial for the non-accredited institutes to get accredited,”.

The scheme aims to enhance the International ranking of Indian higher educational institutions.

The official further added, “The scheme will lead to enhancement of the mentee institutions’ quality and its profile as a result of improved quality of research, teaching and learning methodologies. The mentee institution will also have increased exposure and speedier adaptation to best practices,”.
