Raipur: The Chhattisgarh High Court has issued a notice to the National Medical Commission (NMC), central and state governments, Chandulal Chandrakar Memorial Medical College Durg and National Testing Agency seeking a reply to a petition filed by the students of the 2016-17 MBBS batch of the medical college. The students, who have cleared the NEET PG examination, are unable to take admission in PG courses outside Chhattisgarh and the only reason is their 2016-17 Batch is not recognized by the NMC.
Aggrieved by the apathy of the concerned central agency, two students Gupta Shubham Vijay and Vanshika Verma filed separate petitions through counsel Mateen Siddiqui.
The division bench of the High Court, consisting of Chief Justice Ramesh Sinha and Justice Rakesh Mohan Pandey, has listed the matter for June 14, immediately after the summer vacation, and has asked the NMC, secretary of the union health ministry, secretary of Chhattisgarh health department, Chandulal Chandrakar Memorial Medical College and National Testing Agency to respond to the notice on or before June 14.
The petitioners are MBBS graduates and have qualified the NEET PG examination of the year 2023 and are willing to pursue the Post Graduate Course, submitted the counsel, adding the counseling for the PG is likely to be held in near future.
Earlier, the petitioners had taken the admission in the MBBS Course in the year 2016 in Chandulal Chandrakar Memorial Medical College, Durg from the session 2016-17. The total duration of the course was four and half years in addition to the one year of compulsory rotating internship training.
The petitioner subsequently got passed in each and every year of the MBBS course from the medical college and also completed their internship for a period of one year on May nine, 2022.
The petitioners were granted the passing cum attempt certificate with acknowledgement that they have passed the MBBS course from Chandulal Chandrakar Memorial Medical College, Durg affiliated to Pt Deendayal Upadhyay Memorial Health Sciences and Ayush University of Chhattisgarh, Raipur and were also granted the MBBS degrees.
They also got the certificate of registration by the Chhattisgarh Medical Council and were allowed to practice as doctors.
The petitioners being aspirants of Medical PG Course also appeared in the NEET PG 2023 examination and qualified the same.
In order to take admission and participate in the counselling for the admission in the college in PG medical course, the Batch of college of the petitioners in MBBS course has to be recognized by the NMC.
It is pertinent to mention that Chandulal Chandrakar Memorial Medical College, Durg was earlier a private entity which was subsequently acquired by the Government of Chhattisgarh on September 9, 2021.
The medical college was recognized for the MBBS Course by the NMC for the student admitted in the academic year of 2013-14, 2014-15 and 2015-16 only and not for the subsequent years. The reason provided was the pandemic due to which the assessment could not take place.
Since the NEET PG results are already declared and the counselling/admission can begin anytime soon, the petitioners requested the college authorities to complete the formalities of the recognition of MBBS Batch 2016-17, which was replied by the authorities stating that the requests have been sent multiple times but no action is taken by the NMC till date, the counsel submitted to the court.
Even after repeated requests when the respondent NMC is not granting the recognition to the MBBS Batch 2016-17, the petitioners are constrained to file the present petition, said the counsel.
