H1B Visa: Program Holds up Under Trump Pressure

According to recent immigration data released shows that the applicants are indomitable about the H1B visa programme regardless of the frequent public criticism received by Donald trump.

Latest date released last Wednesday from the Immigration Services point out the absolute resolve of the people in traveling to the US for work. The USCIS has received close to 3 lacs H1B visa extensions and petitions this year alone, vast majority of which came from individuals in India, followed by China, Canada, and South Korea. For the year 2016, the US government had received a little less than 4 lacs (399,349) petitions and extensions. However the major change is with the rate of application approval, as merely 58% of the petitions and extensions have been approved this year, as against the 87% that had received approval last year.

It allows the highly skilled foreign workers to take up jobs at American companies, primarily the fast developing hi-tech industry. The visa program petitioners are usually very highly educated (master’s or higher), and are duly compensated: Average pay throughout all H1B petitions was $92,317 in the first six months of 2017. President Trump last year in March voiced his critique of the visas applicants and extensions. “The H1B programme is neither high skilled nor immigration: these are temporary foreign workers, imported from abroad, for the explicit purpose of substituting for American workers at lower pay.”

 

The Indian Connection

For the year 2016, number of visa petitions and extensions USCIS received from India alone stood: 300,902. This figure has plummeted to 247,927 for this year. If the trend continues, 2017 will outpace 2016 for H1B inquiries from India. US CIS announced back in April on its endeavor to crack down on H1B visa fraud and abuse. The US government’s department stated that it shall focus on companies relying heavily on H1B employees and also the employers who petition to have H1B employees work off-site.

DU’s Admissions Committee To Meet Today, May Discuss Upper Caste Quota

The admissions committee officials, however, said that they had not received anything in writing about it till now.

The Admissions Committee of the Delhi University will meet here Tuesday and may discuss the implementation of 10% quota for economically weaker section of the general category, sources said Monday. The varsity’s Academic Council, in its meeting which held on January 2, had decided to introduce 30 new courses at the undergraduate and postgraduate levels in almost 20 colleges.

Some of the approved courses include Bachelor of Arts (BA) (Honours) in Bhimrao Ambedkar college, BA (Hons) in Economics in Dyal Singh college and Guru Nanak Dev Khalsa college, BA (Hons) in Philosophy in Hansraj college among others. The post graduate courses which have been approved include Master of Arts (MA) in English in Gurunanak Dev college and Master of Science (MSc) in operational research at Shaheed Sukhdev college of Business Studies and Keshav college.

The admissions committee officials, however, said that they had not received anything in writing about it till now.

Sources claimed that the committee members might initiate a discussion on the reservation issue since it will be implemented in the coming session, even though it is not on the agenda of the meeting.

The HRD Ministry announced last week that it will implement 10% quota for economically weaker section of the general category from the 2019 academic session and increase around 25 per cent seats in higher educational institutions and universities across the country.

The Rajya Sabha on January 9 approved amending the Constitution to provide 10% quota to poor candidates from the general category in jobs and education, with the government terming the landmark move as “slog over sixes”. The quota will be over and above the existing 50 per cent reservation to Scheduled Castes, Scheduled Tribes and Other Backward Classes (OBCs).

Atmosphere Needed To Attract Brightest Minds To Teaching: Pranab Mukherjee

“I can say without doubt that Patna University as a collective has played a significant role in the spread of education, especially higher education, research and innovation,” he said.

Former President Pranab Mukherjee stressed on the need for creating a conducive atmosphere to attract the brightest of the bright into teaching, research, and innovation. “There are 767 universities in the country and is expanding. There is a huge development of physical infrastructure in higher education… But I regret to point out that the quality of education, which we are providing in our institutions of higher education, are not up to the world standard,” Mr Pranab Mukherjee said.

“We will have to create a conducive atmosphere in which brightest of the bright come to the teaching, research and innovation…. Our future progress will depend increasingly on our ability to innovate, to devise efficient processes for the industrial sector and better solutions for governance,” he said.

He was addressing the annual convocation of the Patna University.

Stating that IIT graduates will be found at top places in international organizations, Pranab Mukherjee said they were not required to advance promotion of product of the mercantile company. He asked, “How many of them (IITians) are engaged in teaching and basic research?

He remembered his association with Patna University saying that he had come here in 1984 as finance minister to participate in PU’s convocation ceremony.

“I can say without doubt that Patna University as a collective has played a significant role in the spread of education, especially higher education, research and innovation,” he said.

Mr. Pranab Mukherjee said the university has a remarkable list of nation builders as its alumni that included Dr. Sachidanand Sinha, Jai Prakash Narayan, Ramdhari Singh Dinkar and Dr. B C Roy.

Stating that the Eastern region consistently fuelled the growth engines of modern India, he referred to a KPMG report that said Bihar, West Bengal, Odisha, Jharkhand and Assam are expected to contribute at least 25 per cent of the country’s GDP by 2035.

Bihar Governor and Chancellor of the university Lalji Tandon exhorted students to become the agents of change and make their country proud by increasing the quality of higher education.

Pranab Mukherjee gave away Gold medals and degrees to 38 toppers of various subjects besides giving Ph.D degrees to 54 research scholars.

The Parliament recently passed the Constitution (124th Amendment) Bill, 2019 to grant 10% quota in education and government jobs to economically weaker individuals belonging to the general category, across religions.

The reservation is meant for individuals whose annual earning is below Rs. 8 lakh and who possess less than 5 acres of agriculture land.
